Who we are

Azerbaijan is undergoing a transformation into a modern hub of innovation, with a focus on improving management in digitization and high technology sectors. However, there are serious security gaps in publicly important infrastructures within the public and private sector and there is a lack of specialists capable of addressing these issues.

 

To eliminate these problems and create a safe cybersecurity environment within the country, the Association of Cybersecurity Organizations of Azerbaijan was formed. This association was created with the needs of the cybersecurity field and international experience in mind and it serves as a unified platform for specialists, companies and organizations operating in the cybersecurity and information communication technologies sectors.

 

Registered with the state on April 19, 2022, the Association of Cybersecurity Organizations of Azerbaijan aims to be the "iron fist" that unites relevant organizations and individuals in the field of cybersecurity to strengthen the cybersecurity environment in the country. As ACOA, we envision a safe future for Azerbaijan, where cybersecurity is at the forefront of all technological advancements.

Objective of the Association

The main goal of the Association is to bring together participants in the cybersecurity sector and contribute to the establishment of a strong cybersecurity ecosystem in our country through their participation.

Purpose of the Association  

The main objectives of the Association include strengthening the cybersecurity ecosystem in the country and supporting the coordination of activities related to ensuring cybersecurity (hereinafter referred to as the relevant field) and the development of the relevant field.

The objectives of the Association also include:

  • Strengthening the cybersecurity ecosystem in the country.
  • Organizing projects and programs related to cybersecurity.
  • Implementing and coordinating events for the development of the field.
  • Strengthening national, scientific-technical and personnel potential.
  • Expanding domestic, regional and international cooperation.
  • Coordinating the activities of specialized local and foreign individuals and entities.
  • Promoting cyber awareness and cybersecurity culture.

Action Directions of the Association

  • Participate in the development and support of relevant projects and programs related to the provision of cybersecurity
  • Carry out measures related to the development of the relevant field, to participate in the development of proposals and the implementation of measures
  • Support the strengthening of national, scientific-technical and personnel potential in the relevant field
  • Support the expansion of domestic, regional and international cooperation in the relevant field
  • Ensure the coordination of the activities of local and foreign physical and legal entities specialized in the relevant field, to unite them on the basis of the principles of voluntarism and mutual consent
  • Carry out education and information in the relevant field and to participate in the implementation of activities in this field, to support the development of cybersecurity culture in the country
  • Support the development of the information society.

Duties and Rights

Duties of the Association

  • Make proposals for strengthening national potential and implementing reforms in the relevant field.
  • Investigate the possibility of using innovative projects (including start-ups) and make proposals related to the relevant field.
  • Promote the development and export of national technical resources and software in the relevant field and support activities in this area.
  • Support the application of scientific and technical achievements in the relevant field, considering advanced international experience.
  • Promote domestic, regional and international cooperation in the relevant field, implement measures, make proposals, support event organization and establish an open and inclusive cooperation platform.
  • Make proposals for improving the Republic of Azerbaijan's position in international rankings and reports in the relevant field.
  • Conduct educational and informational activities in the relevant field and propose effective and efficient provisions for these activities.
  • Regularly analyze existing threats and risks in the relevant field, forecast future threats and propose prevention and mitigation measures, including prompt and efficient information exchange.
  • Suggest appropriate countermeasures against the dissemination of propaganda and disinformation in cyberspace that goes against the national interests of the Republic of Azerbaijan and support coordination in this area.
  • Inform the population about its activities and maintain an updated website.
  • Consider applications related to the association's activities and take necessary measures in accordance with the law.
  • Perform other duties as established by legislation and this Charter.

Rights of the Association

  • Make proposals for the preparation and improvement of drafts of legal acts in the relevant field, participate in their public discussion.
  • Make proposals for the preparation and improvement of standards, technical conditions, norms and other technical normative legal acts in the relevant field.
  • Cooperate with relevant state bodies (institutions) and private partners in the relevant field, implement joint projects.
  • Request and receive information (documents) from state and local self-government bodies, individuals and legal entities regarding their activities.
  • Participate in the implementation of scientific research in the relevant field, as well as in the formation of research and development (R&D) centers.
  • Prepare proposals for carrying out improvement works in the relevant fields and submit them accordingly.
  • Study public opinion in the relevant field and present materials prepared based on research results.
  • Participate in the implementation of measures to further improve the position of the Republic of Azerbaijan in international rankings and reports in the relevant field.
  • Investigate the needs of specialist resources in the country in the relevant field, assess organizational potential, prepare proposals for strengthening scientific, technical and personnel potential and participate in the implementation and coordination of these works.
  • Make suggestions regarding the preparation of teaching and practice programs in the relevant field, including books and teaching aids and participate in the implementation of events in this field.
  • Create educational institutions and scholarship programs to strengthen national, scientific-technical and personnel potential in the relevant field and establish funds if necessary.
  • Establish branches and representative offices in the territory of the Republic of Azerbaijan and abroad.
  • Enter into deals, agreements, contracts that do not contradict the legislation in force in the Republic of Azerbaijan, including outside the country's borders and this Charter. Acquire property and personal non-property rights, act as a plaintiff and defendant in court.
  • Participate in international events, become a member of organizations operating abroad in the relevant field and cooperate with these organizations on a project basis or represent them.
  • Organize competitions, seminars, conferences, panel discussions, courses, trainings, symposia, forums, exhibitions, etc.
  • Issue special bulletins and other publications.
  • Engage legal entities specialized in scientific research, experimental-engineering, technical expertise, consulting services and publicity-promoting works, including scientific research and educational institutions, non-governmental organizations, mass media, as well as independent experts and specialists.
  • Engage in entrepreneurial activities that are not prohibited by legislation and align with the objectives of the activity.
  • Dispose of the funds and property of the Association in accordance with the legislation of the Republic of Azerbaijan and this Charter.
  • Exercise other rights provided by legislation in connection with the performance of duties.

Code of Ethics

ACOA places great importance on employees and members adhering to corporate values and ethical norms, while also striving to enhance efficiency, transparency and serve as role models for their colleagues.

  • Unless required by a legal authority, we protect the confidentiality of information obtained during our activities, refrain from using such information for personal gain and avoid sharing it with inappropriate parties.

General Assembly

The General Assembly, as the highest governing body of the Association, consists of all legal and physical members. The General Assembly is convened at least once a year. The General Assembly may be called by the Management Board of the Association, one of the founders or one-third of its members.

The resolution of the following issues belongs to the competence of the General Assembly:

  • Elect the Chairman of the Board of the Association.
  • Decide on the reorganization and liquidation of the association.
  • Determine the association's participation in other organizations.
  • Approve the association's annual report.
  • Establish the executive bodies of the Association and decide on the early termination of their powers.
  • Determine the principles of formation and use of the association's property.
  • Adopt the association's charter and make changes to it.

Currently, there are 25 legal and 17 physical members forming the General Assembly.

Board of Directors

The Management Board consists of the chairman, deputy chairman, general secretary and other members of the Association's Management Board elected by the General Assembly of the Association for a period of 4 (four) years. You can get acquainted with the composition of the Board of Directors on the next page.

Duties of the Board of Directors include:

  • Carries out current management of the Association's activities and reports to the Association's supreme governing body (General Meeting);
  • Forms the structure of executive bodies of the association, creates committees, commissions and other internal structural units in this regard, determines their scope of authority, approves their statutes and terminates their activities;
  • Admits to membership of the Association and releases from membership;
  • Determines the amount and payment terms and conditions of membership fees;
  • Creates the branches of the association and opens its representative offices.

The Board of Directors and current activities of the Association are headed by the chairman elected by the General Assembly for a period of 4 (four) years.

     Education:

  • In 2006 - 2010, he received a bachelor's degree at the Faculty of Law of Baku State University as a presidential scholar and graduated with honors.
  • In 2011 - 2012, he received a master's degree in "International and European Human Rights" at the University of Leeds, United Kingdom of Great Britain and Northern Ireland.
  • In 2014 - 2017, he studied at the PhD level in the field of law as a scholarship holder of the "2007-2015 State Program for the Education of Azerbaijani Youth Abroad" at the University of Leeds. defended his scientific work and obtained the degree of Doctor of Philosophy (PhD).
  • Since September 2021, he is a doctoral student of the Doctor of Sciences program of Baku State University. He conducts scientific research on the topic "Criminalization of actions that threaten the security of critical information infrastructure".

 

      Professional activity: 

  • In 2012-2014 and 2017-2019, he worked at the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan.
  • In 2019-2020, he conducted training on the subject of "Cyber Law" as a trainer at "Cybero - Cybersecurity and Programming Training Center".
  • Since 2018, he has been teaching various subjects as a lecturer-teacher at the English Department of the Faculty of Law of Baku State University, as well as at other relevant higher education institutions for the fight against cybercrime.
  • Since July 2022, he has been working as a deputy director of Cyberpoint.

 

In addition to being the author of a number of scientific articles and theses in the fields of ensuring cybersecurity and combating cybercrime, he also works in the fields such as, cyber law, information security, cyber forensics, cyber criminology, etc. participated in more than 60 conferences, seminars, trainings and programs organized by various prestigious organizations and universities. At the same time, he closely participates in the preparation of normative legal act projects, including programs, strategies and plans in the mentioned areas.
