A unique geographic information system project, the "National Spatial Data" information system, is being implemented in Azerbaijan.

The implementation of the geographic information system project, known as the "National Spatial Data" information system or "Milli Məkan",has been initiated to enhance the efficiency, transparency, and accessibility of interactions between organizations, as well as physical and legal entities, through the use of digital technologies, including information and communication technologies. The project also aims to ensure the systematic organization and accessibility of services provided and data collected.

 

The project, jointly implemented by the country's leading IT companies, "Caspel," "Cyberpoint," and "R.I.S.K. Company," is aimed at creating a modern platform for the management of spatial data.

 

The foundation of the project is based on the "Rules for the Formation and Integration of National Spatial Data", approved by the Decree No. 448 of the President of the Republic of Azerbaijan dated December 28, 2018, and the "Regulations on the National Spatial Data Information System", approved by the Decree of the President of the Republic of Azerbaijan dated January 10, 2025. 

 

The implementation of the project takes into account advanced global practices such as the European spatial data initiative “INSPIRE,” the United States’ National Spatial Data Infrastructure “NSDI,” the expertise of international companies like “Leonardo,” as well as similar projects executed in various countries.

 

The system, designed to provide access to geographic data, maps, land use information, natural resources, and infrastructure, aims to drive the country's sustainable development. This will be achieved through the efficient management of big data using artificial intelligence based on geographic information. The implementation of the system will open up significant opportunities for enhancing transparency and efficiency in the operations of state institutions, thereby contributing to more informed decision-making in public administration.

 

Furthermore, the national geographic information system will become a vital tool for supporting businesses. By providing accurate data, it can be applied in sectors such as logistics, construction, and agriculture.

 

The platform will also be accessible to the academic community, serving as a foundation for research in urban planning, climate change, and the efficient use of natural resources.

 

The "National Spatial Data" information system will strengthen the digital infrastructure of the Republic of Azerbaijan, ensure integration into global initiatives for spatial data management, and drive the country's sustainable development.
