On May 13–14 of this year, the 1st Legal Congress of the Turkic States was held in Istanbul, Republic of Türkiye, organized by Yeditepe University.
The opening ceremony of the event was attended by notable figures such as the Chairman of the Council of Elders of the Organization of Turkic States (OTS) and former Prime Minister of Türkiye, Mr. Binali Yıldırım; OTS Deputy Secretary General Mr. Ömer Kocaman; TÜRKSOY Deputy Secretary General Mr. Sayit Yusuf; and other high-ranking officials.
The Congress featured the presentation of academic theses from countries including Kazakhstan, Uzbekistan, Germany, Kyrgyzstan, the Islamic Republic of Iran, Turkmenistan, Hungary, and others.
Dr. Tabriz Jafarov, Head of the Research and Development Department of the Association of Cybersecurity Organizations of Azerbaijan (ACOA) and PhD in Law, delivered a presentation titled "Cyber Homeland as a Component of State Sovereignty: Proposals for Cooperation within the Framework of the OTS."
In his speech, Dr. Jafarov addressed the legal characteristics of cyberspace and emphasized the importance of recognizing cyberspace as an integral part of a state's territory. He also highlighted the necessity of unified action in legal relations with global technology companies and proposed several mechanisms to enhance cooperation among member states of the Organization of Turkic States.
