On November 4, 2024, the next event of the project titled "Theoretical and Practical Exchange in Combating Crime" was successfully held under the auspices of the Criminal Law Club, operating within the Department of Criminal Law and Criminology at the Faculty of Law, Baku State University. The guest speaker for this session was Dr. Elvin Balajanov, Chairman of the Board of the Association of Cybersecurity Organizations of Azerbaijan (ACOA) and a Doctor of Philosophy in Law.

In 2018, Dr. Elvin Balajanov defended his doctoral dissertation titled “Combating Cybercrime in the Republic of Azerbaijan and the Experience of the United Kingdom” at the University of Leeds in the United Kingdom of Great Britain and Northern Ireland. Dr. Balajanov has played an active role in shaping and improving legislation on combating cybercrime and ensuring cybersecurity in Azerbaijan. Additionally, he has successfully represented Azerbaijan at numerous international events.

Dr. Elvin Balajanov, PhD in Law, delivered a presentation titled "Legal Aspects of Cybersecurity in Azerbaijan" and conducted an interactive session with students, addressing their questions and engaging in discussions. The event concluded with a group photo to commemorate the occasion.
