On January 16, 2025, the President of the Republic of Azerbaijan issued a decree approving the Digital Development Concept for the country.
The Concept aims to improve public administration, accelerate economic development, and enhance citizens' quality of life through the application of digital technologies.
Special emphasis has been placed on ensuring the information security of the digital society. The Concept highlights the importance of information security and cybersecurity as critical areas for fostering digital development in an environment where citizens, businesses, and the state operate based on mutual trust.
Furthermore, the Action Plan for implementing the Concept includes measures related to ensuring information security and cybersecurity alongside other initiatives. According to the Action Plan, activities such as identifying the key parameters and acceptable thresholds for the information security of state institutions, diagnosing the information security environment, and assessing the level of digitalization and information security within entrepreneurial entities will be carried out during 2025–2026.
Additionally, between 2025 and 2027, measures will be undertaken to transition to a trusted digital society environment and to develop the human capital required for digital development. This includes the preparation of specialists in ICT and information security disciplines within educational institutions.
